What can I use to sharpen a real small and very very dull pocketknife?
I was thinking of a sharpening stone, but any other cheap or better product I can use or any good ordinary item that a person would have in their home to sharpen it.
I have had success using the edge and sides of a terra cotta flowerpot . use the pot the same as you would a sharpening stone. I discovered this while trying to clean mineral deposits off an old pot.

I would like to send my uncle a small pocketknife as a gift, and was just wondering if it was okay to do that through the mail, I would just put it into a bubble mailer, or if its illegal.

It depends:
A pocketknife is probably ok because it doesn't present a danger while it's being mailed. 443.1 would imply it's permissible so long as it's closed.
